Suggestions on how can we increase activity of the HF bands (10M-160M) of HamSphere 5.

One given was de 2HS2265 and KD9TQH:

Would you be willing to try and get a user on 6 meters to move to one of the HF bands for a QSO?

How would you approach and attempt to make it happen?

Are there other ways to entice activity on HF and if so please expand?
